Rich Greenwood has 25 years of experience in surveying, mapping and Geographic Information Systems (GIS). After getting his Professional Land Surveyor’s license in 1988, Rich did graduate work in computer science and GIS at the University of Montana. Rich Greenwood is the president of Greenwood Mapping, Inc., a GIS consulting company founded in 1994. The following is a brief summary of relevant projects.
Teton County, Wyoming GIS, 1994 to present. Greenwood Mapping, Inc. developed the Teton County GIS, a parcel based system built from land records referenced to a geodetic network. In addition to the land parcel theme, the GIS includes a Public Land Survey System layer, easements, zoning districts and overlays, conservation easements, digital raster graphics, digital orthophotography, and digital elevation models.
Gallatin County, Montana Internet Tax Records, 2002. A web-enabled database providing on-line access to full property tax information. www.co.gallatin.mt.us/webtax/defalut.asp
Be Prepared Teton County, 2001-2002. A GIS based Internet web site providing natural hazards information and encouraging public preparedness for natural disasters. Funded by FEMA. www.BePreparedTC.com
Teton County, Wyoming Internet Map Server, 2002. The Internet Map Server eliminates the need for complex and expensive GIS software by providing access to the Teton County GIS for users with just a web browser and minimal technical experience. The system is powered by the University of Minnesota Open Source Code MapServer project, to which Greenwood Mapping has contributed development and documentation effort. Teton County E911 Dispatch, 2001. GIS support for county-wide emergency services dispatching from the County Sheriff’s Office with an interactive digital map which locates addresses from the Enhanced 911 (E911) system as well as providing seamless aerial photography and property information.
Teton County, Wyoming Internet Land Records, 2001. Greenwood Mapping, Inc. developed an Internet web site that allows for the search and retrieval of public land records recorded in Teton County, Wyoming. The site provides realtime access to a database of ¼ million records and 90,000 pages of scanned legal documents. This level of access is unparalleled by any U.S. County. Fremont County E911 Dispatch, 2000. This GIS application provides the Fremont County, Wyoming, emergency services dispatchers in the County Sheriff’s Office with an interactive digital map which automatically locates addresses generated by the Enhanced 911 (E911) system.
Wyoming Secretary of State, 1999. Contract GIS support and training for county participation the U.S. Bureau of Census TIGER Improvement Program and Block Boundary Suggestion Program. Rich has assisted Teton, Sublette, Park, Big Horn, Hot Springs and Carbon Counties in their preparation for the 2000 Census.
Wyoming Water Development Commission, 1998-1999. Greenwood Mapping, Inc. was the GIS consultant for the Level - I Teton County Master Plan. The Master Plan inventoried existing public water systems and projected future water demand. The report included extensive GIS data in ArcView and MapInfo format.
Jackson Hole Land Trust GIS Needs Assessment, 1997. Greenwood Mapping, Inc. prepared a GIS Needs Assessment and Implementation Suggestions for the Jackson Hole Land Trust The GIS has become a indispensable tool in the Land Trust’s land conservation efforts in Jackson Hole and the surrounding areas.
Converse County Assessor's Office, 1997-1998. Constructed a county-wide, parcel-based GIS which interfaces with existing UNIX based tax assessment software.
Fremont County, Idaho GIS, 1997 to present. GIS Consulting services for the planning and deployment of a county-wide geo-spatial information system. Based on ArcView software, the system will provide support for emergency services dispatch and land ownership research and analysis.
Teton County GIS Needs Assessment, 1995. Based on interviews with 13 County departments, utility companies and members of the private sector, a GIS Needs Assessment was prepared for Teton County. The report included a "Conclusions" section which has served as Teton County's strategic plan for GIS implementation and budgeting.
Jackson / Teton County Joint GIS Pilot, 1994. A project to analyze the feasibility of a joint town/county GIS. Rich worked with Mountain States Consulting, a software engineering firm, to expand the Town of Jackson's existing GIS into one area of Teton County. A zoning district and overlay theme was added to the Town's GIS. In addition to the land ownership and transportation themes, the county portion of the project included FEMA flood zone layers and an extensive wildlife theme based on a wildlife study that had been previously commissioned by Teton County, but never converted to digital format. The project also involved substantial enhancements to the attribute database and to the GIS user interface.
Sublette County GIS 1996. GIS Consulting services for the design and implementation of a land parcel based GIS. Issues addressed included attribute data conversion and transfer, database design, and geo-referencing of spatial data.
Teton Glacier Mass Balance Study, 1994 to present. Rich is providing mapping and GIS services to Dr. Kelly Elder, Assistant Professor of Hydrology, Colorado State University. The study focuses on water supply potential with an analysis of the recession of the Teton Glacier. Detailed topographic mapping of the glacier from 1954 and 1963 is being combined with contemporary mapping to determine the rate of recession. Rich is a co-author of two papers pending publication.
Professional Involvement and Publications
Rich presented the paper "Using MapServer to Integrate Local Government Spatial Data" at the Open Source GIS - GRASS Users Conference 2002, in Trento, Italy, September 2002.
He has been published in P.O.B. (Oct. Nov. 1992, "Grand Teton Remeasurement") and Lines & Points (October 1992, "GPS on Gannett Peak")
Rich has served three terms on the Board of Directors of the Professional Land Surveyors of Wyoming.
